Background
Queensland Airports leads regional airport development throughout Queensland. The organisation owns and operates Gold Coast, Townsville, Mount Isa and Longreach Airports.
Business Challenge
Initially, Queensland Airports faced challenges when their existing Asset Management and Project Control Systems were no longer meeting the evolving business needs. Additionally, the organisation was planning major capital works programs across multiple sites, which demanded more sophisticated management systems.
To address these challenges, Queensland Airports realised they would need to engage experienced independent consultants to evaluate market solutions through a comprehensive Vendor and Software Evaluation Process.
The goals for the project included
- A more consistent approach to asset management across their airports.
- Real time visibility on asset location, condition, remaining life, and maintenance regime.
- Pro-active planning approach to capital asset replacement.
- Improved integration between the Asset Management Systems and the Financial system.
- Improved capability for the Asset Management System to assist with setting of OPEX and CAPEX Budgets.
- Real time transparency for asset maintenance regime compliance.
- A single source of the truth for Asset Management data.
Software Evaluation Results
Queensland Airports engaged Combined Management Consultants (CMC) to conduct an independent Software Evaluation process of the following new solutions for:
- Project and Contract Management Software, including PMO / Workflow Software
- Asset Management Software
It was decided that the projects would be scoped, and project managed separately.
CMC conducted a global search for suitable Project and Contract Management solutions. Following this, a Pre-Qualification process, shortlisted appropriate Vendors to participate in the Software Evaluation Process.
CMC’s Evaluation Methodology included:
- Preparation of a “Day in The Life Of” Business Scenario
- Request for Proposal (RFP)
- Vendor Presentations
- Reference Checking
- Financial Due Diligence
- Commercial and Legal Negotiations
Following the selection of the Preferred Vendor, the organisation proceeded with the Detailed Scoping and Design Phase.
