Background

The Health Insurance Commission (HIC) outsourced its Infrastructure Services and Support to an External Service Provider (ESP) – IBM GSA and needed experienced consulting support in several key areas relating to this initiative.

Business Challenge

The HIC required a senior and experienced Vendor Manager to facilitate the relationship between IBM GSA and the HIC vendor management team. This work initially involved the set up and management of the relationship between HIC and IBM GSA and grew into the involvement of several senior CMC consultants who worked on various critical components of the project.

Additionally, a major claim on the HIC by IBM totalling over 300 pages of documentation needed to be assessed and recommendations made.

Results

CMC provided an experienced Vendor Manager and a number of project management staff to enable the HIC to achieve their objectives. The IBM Claim was assessed and recommendations delivered to the HIC within time and budget. Additionally, CMC resources were requested by the HIC to assist in managing some of the project work that had arisen.
CMC also scoped and chartered a program for the rollout of a new Standard Operating Environment (SOE), including the assessment of using a thin client strategy. In addition, CMC was engaged to review the testing group of the HIC’s IT team, particularly focusing on methodology, workflow and efficiencies.

CMC also provided resources for the following projects:

  • Establishment of key Vendor Management policies and procedures.
  • Establishment of an IT Project Management structure.
  • Project Management of a Web Content solution.
  • Provision of Business Analysis skills on several key projects.
  • Project Management of the implementation of a Data Warehouse.
